FIxes erros where, on HA setups, instances that DID NOT originate the action of uninstalling and updating an app would maintain the wrong status of apps when they received the notification of these events via Streamer.

Steps to test or reproduce

The error is only reproducible on HA/Cluster setups

1. Update an existing app in one of the instances in the Cluster
2. The update will not be propagated to other instances

OR

1. Uninstall an existing app from one of the instances of the Cluster
2. The app is still visible on the other instances
